Rick Woodward, CEO

Rick began his journey in the construction industry at an early age by working with his father in Williston, North Dakota. During his time at his father’s construction company, Rick learned the business and developed an excellent work ethic.

After high school, Rick enlisted in the United States Army, where he also learned the  Army Core Values –   Duty,  Honor, and Country.  Rick instills these core values both in his personal life and in business. During Rick’s tour in Vietnam, he was highly decorated and was honored with various medals including, three Purple Hearts.  Upon Rick’s return from Vietnam, he enrolled at the University of North Dakota & Dickinson State College to study business.

Rick was the founding member, and President of FAME (First American Management Enterprises.)  FAME provided consulting services both in the private sector as well as to several tribal 8A firms, in the federal government program. Rick has over 20 years’ experience in consulting and managing construction firms participating in the 8A program, including successful completion and management of over $100M in business with the federal government.

In 2013 Rick founded 3PH, LLC a Service Disabled Veteran Owned Business, and currently serves as CEO. 3PH,LLC is a commercial contracting firm, located in Frederick, Maryland. As a Service Disabled Veteran Owned firm, 3PH, LLC is committed to supporting our nation’s veterans both directly and through our efforts to create opportunities and career avenues in contracting.

John McAleer, President of Business Development & Marketing

John was born and raised in Camp Pendleton, CA until age 7. After his father, a disabled Korean War veteran, was discharged from the U.S. Navy, John’s family settled in Kensington, Maryland. Here, he graduated from Walter Johnson High School and enrolled in a union carpenter apprentice program. Upon successful completion of this training, John used his Carpenter’s knowledge to gain 30+ years of experience in commercial construction. He also discovered his true passion for design-build construction management.

McAleer has served as the Regional Manager of Fort Berthold Development Corporation (FBDC), District of Columbia.  He specialized in federal contracts with the U.S. Army Corps of Engineers (USACE).  At FBDC, McAleer oversaw all aspects of commercial government projects, including design-build, contract negotiations, coordination of capital and operating expenditures, and implementation on marketing strategies. Currently, McAleer serves as Vice President, 3PH, LLC – a SDVOB, federal contracting firm located in the Nation’s Capital Region.  McAleer is responsible for operations, business development, procurement logistics, marketing and strategies, quality control, and managing the project teams. 

McAleer resides in Leesburg, VA with his fiancée and their four daughters.

Sam Harris, Director of Business Development

Sam was born in Johnson City, TN as the youngest of two. As a boy he enjoyed most any outdoor activity, cars, and acting. At 19 years old he enlisted in the United States Navy as a Missile Technician. It was his exceptional service during 4 years onboard USS Maine (SSBN 741) that led to his selection for paid undergraduate education through the Navy’s Seaman to Admiral-21 program. In just three years, Sam graduated from Radford University, summa cum laude with a Bachelor of Science in Nursing. He commissioned as an Ensign in the Navy Nurse Corps and specialized in the care of psychiatric and brain injury at the National Naval Medical Center, Bethesda 2007-2011. It was also during this time where he gained a new appreciation for humanitarian aid aboard USNS Comfort for Operations Continuing Promise 2009 and Unified Response Haiti 2010. Sam’s exceptional performance during this period as a psychiatric nurse led to his selection for graduate studies in 2011. He attended the Uniformed Services University of Health Sciences where he obtained a Master of Science in Nursing as an Adult Psychiatric Mental Health Nurse Practitioner. Upon graduation, he joined a high functioning psychiatry consultation team at Walter Reed National Military Medical Center and specialized in the mental health care of amputees. Sam ‘s most recent deployment was with the Joint Task Force Guantanamo Bay, Cuba in 2015. Sam was the first hired at 3PH LLC and has been instrumental in the creation of Purple Force Health and Wellness as the Director of Business Development.

His military decorations include:
